– This may be controversial, but I doubt Tim Stamper's refusal that a C64 version was planned given the timing of its alleged leak, the release date (Xmas '84) announcement by Commodore User, and the Stampers' eternal secrecy and untruths to not compromise the U.S. Gold buyout contractual obligations in regard of the back catalogue... AND the fact that they had the stated goal to capture the C64 market as well.
Maybe it was abandoned due to conv. quality, development disagreements or because it was leaked.

This is smelly biz, a bit like 'The Pit' (Zilec) vs. 'Dig Dug' (Namco), that came out around the same time with similar gameplays, where Atari (US distributor of Dig Dig) threatened to sue. But 'The Pit' had been copyrighted weeks before 'Dig Dug'. Developer Andy Walker further claims to have presented a proto of the game to some Japanese people at a trade-show earlier on, where he also involuntarily had given the idea of "blowing up" the enemies as a balloon as opposed to an explosion, due to a translation misunderstanding.
*'Gyruss' was claimed as a Stamper project in Commodore User #22 in an article interviewing, among others, Norman Parker, head of Zilec and Tony Gibson (AW-developer). Official 'Gyruss' designer Okamoto and composer Inoue deny any involvement by Zilec and/or the Stampers. So, it's word against word and furthermore, everyone at that level seem cotton-mouthed in regard of facts. Okamoto had also designed one other Konami game 'Time Pilot', which in turn bare similarities with another Zilec game, the centre-shooter 'Vortex', whereas 'Gyruss' has similarities with a "scrapped" Stampers game 'Zog' (or Gyruss project? Top right photo). So, even if Okamoto is right, he, and many others, certainly are not averse to letting themselves be very "inspired" by other games. He was fired by Konami after 'Gyruss' due to salary disputes.
Zilec and the Stampers were communicating and/or cooperating with Jaleco, Taito and Konami in this period, start/mid-80s.
I will neither consider this a Stamper nor Stamperless project untill further definitive facts present themselves.
